Home Ownership Assistance
GOAL
The goal of the Richland County Homeownership Assistance Program is to provide down payment and closing cost assistance to make homeownership possible in unincorporated Richland County. To receive an application of assistance, an individual or family must attend an Orientation. Orientations for the Richland County Homeownership Assistance Program will be from 6pm to 7pm.

YOU MUST CALL 576-2230 TO REGISTER TO ATTEND ORIENTATION CLASSES SEATING IS LIMITED.
Please do not bring children to the orientation.
All orientations are approximately 1 hour.
Orientations will promptly begin at 6:00 pm; please be punctual.

MAXIUM LOAN AMOUNT
Up to $14,999 (to be determined by applicant’s information)
ELIGIBLE APPLICANTS
- Must be a resident of Richland County
- Must be qualified as a household of low to moderate income (See HUD income guidelines)
- Must provide income documentation
- Cannot have a contract on a house until after completing program requirements
ELIGIBLE PROPERTIES
Must be a single family dwelling located in the unincorporated area of Richland County.
New and existing homes, town houses, and condominiums are qualified properties if they were built after
1978. (Each property must be able to pass a rigid inspection that will guarantee the home is livable,
safe and does not require immediate repair.)
PROGRAM REQUIREMENTS
All applicants must:
- Attend Program Orientation
- Attend home buying classes Click here for Schedule
- Turn in application with required paperwork
- $50 Application Fee (Money Order or Cashier’s Check) no Personal Checks!
- Attend Post-Homeownership Workshop within the first year of becoming a homeowner.
- Adhere to policies and procedures of the program.
LOAN DESCRIPTION
The assistance will be provided as a deferred, forgivable, second mortgage. Approved applicants must live in the home for five (5) years from the time of closing for the loan to be forgiven. If the applicant does not use the home as primary residence for the five-year period, the assistance must be repaid based on a prorated formula.
